A RECALL PLAN: Recall is a voluntary action taken by growers, packers, distributors and others to remove from commerce consumer products possibly injurious to human health. Although the US Food and Drug Administration (“FDA”) may requesta recall of those items in commerce whose quality is overseen by FDA, Fresh Produce has not yet been subject to such action. Recall, being voluntary, is an alternative to a FDA-initiated court action to remove FDA-regulated items from commerce. “Recall” and its servant, “Traceback,” are interrelated, as seen next.
Traceback is a key epidemiological tool to identify the source of outbreaks and contaminations taken by growers, packers, distributors and others. Traceback is the term applied to the act of following a producer-generated path from consumer back to source. It also is applied to the acts creating the path (product identification). Your Recall Plan is a written collection of documents (“Subplans”) that together answer the question: “If you have to recall what you sell or what has been sold to you, who will “do” the recall, what does your recall encompass, when will you “do” the recall, where can we contact each other and how will you “do” recall?”
